Joaquim OLIVEIRA MARTINS

Joaquim Oliveira Martins is Counsellor at the Center for Prospective Studies and International Information (CEPII, Paris) and Special Advisor of the EU Commissioner for Cohesion and Reforms. He is also Lecturer at the University of Paris-Dauphine PSL. He was previosuly Deputy-Director of the OECD Centre for Entrepreneurship, SMEs, Regions and Cities focusing on Entrepreneurship & SMEs policies; Regional, Rural and Urban policies. He was also Head of the OECD Regional Development Policy Division and supervised projects on regional and urban economics, governance, regional statistics and wellbeing. He was Head of the OECD Structural Economic Statistics Division, where he focused on Trade & Globalisation studies, Productivity measurement and Busin ss statistics. He authored many academic articles and coordinated OECD projects, namely on Policy Response to the Threat of Global Warming, Competition, Regulation and Performance, Ageing & Growth, Investment in Tertiary Education, and Public Health Expenditure Projections. He was also in charge of the first OECD Economic Surveys of Brazil, Chile and several transition countries. He holds a PhD in Economics from the University of Paris-I, Panthéon-Sorbonne, and is Fellow of the UK Academy of Social Sciences (FAcSS).

Soumodip Sarkar

Soumodip Sarkar is the Vice-Rector (University Vice President) of the University of Évora, Portugal. He is a Full Professor at the Department of Management, University of Évora, Portugal, researcher at CEFAGE-UE. He is currently also a Fellow of the Asia Center at Harvard University. Prof. Sarkar has also been the first Dean of the pioneering Doctoral School in the country (IIFA) from 2010-2014. He is also the Executive President of the regional Science Park (PACT). Until recently the President of Accreditation body of the Portuguese University Evaluation Commission (A3ES), in the area of Management in Portugal. Internationally he is part of the CEEMAN accreditation team.

His current research interests include innovation (especially related to implications of AI, and the rise of China), entrepreneurship and sustainability. His recent research has been published in high impact journals such as:  Strategic Management Journal; Journal of Operations Management; IEEE-TEM; Government Information Quarterly, Regional Studies, Scientometrics, Journal of Business Venturing, Journal of Small Business Management, European Management Journal, Entrepreneurship & Regional Development, Technology Forecasting and Social Change, Journal of Business Research, Service Business, Sustainability, Journal of Cleaner Production, Journal of Knowledge Economy, European Journal of Innovation Management, Service Industries Journal, Trends in Food Science and Technology, Regional Science and Urban Economics, Energy Journal among others. He has published four books on entrepreneurship and innovation, and his most recent book, EntreSutra was published by Bloomsbury in April 2019. He has been a coordinator as well as team member of a number of international (EU funded) as well as regional projects, and currently involved in nine different projects.

Prof Sarkar has given a number of international keynote speeches, and a sought after speaker on the relevance of entrepreneurship in society. He has been featured in national and international media, including the Economist and BBC.
